Ken Starr is responsible the Report and for wasting about $70 million when coupled with the earlier investigations of Whitewater and Travelgate. Linda Tripp is a key figure for the Report, without her recordings of Monica we may have never known in excruciating detail exactly what happened between Bill and Monica.
